Public administration is accountable for the organization of joint activities of people and controls these activities through the responsible bodies of the state apparatus and civil servants who fulfill certain functions. Their responsibilities encompass planning, scientific forecasting, the creation of government bodies and arrangement of their activities, collecting and processing information, screening, and accountancy.
Public administration can be interpreted in miscellaneous ways but one thing is patently clear: everyone wants to live in a state where he/she is reckoned with. According to experts, public administration can function when people work cooperatively. Management can attain its goals when people apply joint efforts and work in tandem with each other. Thus, it is of utmost importance to take into consideration not only personal ideas but also reckon with the opinion of other people. Fulfilling its coordination function, management provides consistency between individual actions.
In order to understand how the system of public administration can be effective, efficient, and responsible at the same time, one should look at the principle the governance works on. There are three approaches which are based on these basic principles: legal, political, and management. The legal approach functions relying on the values of law and the protection of citizens' rights. It means that civil servants act not so much in accordance with their superior but rather with the requirements of law. In the case of political approach, the prime task of government is to represent the will of people.
One cannot view effectiveness, efficiency, and accountability as separate concepts since they are complementary. If the system does not work effectively and efficiently, it cannot be viewed as accountable. In order to ensure these three conditions, the political administration should observe a number of requirements. According to experts, the efficiency of the work of the management system can be provided by means of interaction of all the components of the system. Management should be convenient for the manager, as well as the people who he/she manages. To provide effective, efficient, and accountable work, public administration should act in accordance with the ethics of management. Manager should be able to build a logical chain and be widely knowledgeable about the area in which he/she works.
To sum up the aforementioned, one can draw a conclusion that the effectiveness of the government depends on the people who work in this system. Thus, civil servants should be sufficiently competent to ensure effective work of public administration. Here vast professional experience and awareness come to the fore. It also makes sense to found business schools where future civil servants could learn how to prioritize the tasks of the system and gain experience of efficient management. It is of utmost importance for civil servants to act in the national interests, do their best to meet the needs of the nation, and conduct meetings with public. Additionally, they should adhere to such principles as democracy (which guarantees that people are the source of power), legality (all activities should be legal in the eye of the national law), objectivity (sound evaluation of the situation), scientific (the adoption and fulfillment of management decisions should be conducted basing on scientific developments), concreteness (activity management should consider the existent circumstances of life), and efficiency (achieving the goals of management while putting minimal effort, time, and money).
